Is it better to have everything off when aquascaping or can you do it with power heads etc. running?

Turn everything off. You may want to reposition afterward anyway.

It doesn't matter really, but I would do it with everything off.

I would say everything off and unplugged, if anything as a safety precaution. You never know when you might kink a wire, drop something anything that could become an electricution hazard for your or your tank. Plus with everything off your less like to to cause cavitation and micro bubbles on the tank.

I'd do it with power off just because it will keep the sand from blowing around, clouding up, then how would you even see to scape. I mean just moving around rocks will start clouding up the water but all you need is a blast of water to catch a rock and blow it towards the sand and it'll be 10x worse.
