Well the quiet one pump died, so ended up having to re plumb the downstairs and drill the tank today. Now running a little giant pump. Way over powered and the tank portion of the overflow can't keep up, so I have it throttled way back.

Bad... but good... yes, throttle the pump. Only move what you need to.

Next problem is the vibration resignation that is being transmitted through all the return piping and into the whole house.

A fairly high frequency vibration from the pump. Being transmitted through pvc to the sump, and also through the pvc to the floor. The actual pump is quite quiet and not vibrating very much, however it is still causing the vibration throughout.

You can put the sump on a piece of closed cell foam and isolate the sump from the PVC by connecting with either flex PVC or up-sizing the PVC and connecting with vinyl tubing.

I like your thinking, I'm not too worried about the sump vibrating through. More concerned about the outlet pvc that is touching the wall/floor it goes through, and tank which is making the vibration heard throughout the house. I thought about using vinyl but are you pretty sure that will isolate it?

It should. No meaningful vibration will go through the vinyl.

EDIT: If it does, lengthen the vinyl until it doesn't.

I actually got it to quiet down a bit by putting pieces of close cell foam where the return and drain touch, where the tubing before the tank touched the wall, and by cutting more ducting away from the pvc. I think the ducting was magnifying the vibration.
