Ok, I have a new 65 gallon tank which has been up 1 week with sump running and one additional powerhead for movement.
I have some live rock and live sand. Plan on cycling couple more weeks before I proceed with anything else. At what point do I start the skimmer? I was thinking that it would not be necessary until I had a larger bio-load?

Run now. Your Live Rock will produce nasties once it starts die off. Unless you are using Fully Cured Live Rock that is. Orangisms in the LS will also get some detrius in the water. Might as well break it in now.

I like to run mine from the start simply because it helps aerate the water.;)

I'd start it up. If the live rock isn't fully cured, the skimmer will take a ton of waste from the water. It would also help prevent an algae breakout if you have lights on the tank.

I have started to see just a shade of green algae showing on one of the dried rocks and a little of the brown on part of the sand bottom..... Maybe I will try to get it going...what could it hurt?

I agree with others, start it up in the beginning. I've found that it dramatically reduces the initial diatom bloom most new tanks go through.

Same here, run it from the start. Whenever we set-up a new system, especially a live rock heavy system like a reef, I like to run the skimmer from the beginning on those types of aquariums.

I run the skimmer and all filters from day one. It does not prolong the cycle or weaken your bio-filter as once believed.
