    Other than being acrylic (and thus having a greater tendency for scratches), I don't see the downside here.
    400 lbs of rock at even $3/lb = $1200 (unless it's completely absorbed with phosphates and waste)
    Not sure if you'd bleach or reuse the sand, depending on age and stuff, but $100 to free.
    You couldn't build a nice looking finished stand for that tank for less than $200, let alone the canopy too, really.
    That's $1500 so far.
    Tank?? I know acrylic tanks cost more than glass, so I'm going to say MIN $1000 used, even with light scratches that need to be buffed out.
    Someone said $500 for the chiller (new) and $1000 for lighting.
    Pump and skimmer are worth $$$?
    So even if you had to replace every bulb, bleach all the rock, sand and tank to sterilize it, as long as the tank is quality, isn't drilled wrong, cracked, deeply scratched, leaking or otherwise bad, then it could be deal.
    Now what's the big secret all about?

    Also the sand and rocks have been sitting in plastic containers without water for a few weeks now...

    ok, so the rock is all dead and needs to be bleached, and the tank is either scratched deeply, cracked or drilled wrong.....??

    Even base rock would cost $3/lb, that's my point. Bleach is $1.69/gallon. I'd guestimate you may need 10-15 gallons of bleach and quite a few tubs to clean up the 400 lbs of rock, but if you got the time and inclination, it's worth it.

    Edit: Scraping bleached dead sponges and tissue off old live rock with a screwdriver and tossing them onto you neighbor's lawn is one of the perks to this task. Beer helps enhance these activities.
