I just woke up for some water and took a glance at my tank, and I noticed that my black clown turned a translucent orange color. His fins are still pitch black. He seems to be fine, although is is swimming kind of franticly, do I have anything to worry about?

Its a 40 gallon. Just Checked the params and they are the same as they have been for the last week that he's been in there. The only things that are off is that my nitrites are at .2 ppm and my nitrates are at ~5-10 ppm. Salinity is fine, ph fine and ALK fine. I havn't added anything to the tank.

Is it possible he's witsed from me turning the actinics on?

Oh, I wasn't aware you turned the actinics on. (I 'view' mine with the moonlights:)) Yeah he's probably just weirded out by the sudden 'sunrise'. Take another look at him later on today.

Keep an eye on the nitrites. Ideally they should be at 0.

Check to make sure nothing is dieing. If something does go to fish heaven (or snail heaven;)) then immediately remove it from the tank. What percentage water changes are you doing a week?

Stop doing the water changes, give the bacteria time to accumilate.

You can also boost your bacteria by adding something like Cycle, it work
    really good for me!
