OK. I think i know whats going on.

the surface of your water is not being properly managed. You need an overflow box (see pic) to properly aerate the surface of the water. the filter you are using sucks in water below the surface of the water which is not what you want for a slatwater tank.
You also need to look into getting a skimmer that will help remove dissolved organic waste.

simply put, theres not enough dissoloved oxygen in your tank, try doing that ^^ but while you wait, point a power head at the top of water.

It is a dry heat, yeah right !
Yeah sounds like you do not have enough flow or surface agitation causing decreased O2 levels.

If it was my tank I would do a water change as well and run some new carbon.

Also consider Microbacter7. It might help if you are seeing a ammonia spike secondary to adding LR.

Just some things I noticed. They may or may not be worth taking a look at
    Ammonia: High

Adding live rock: bad, you started a mini cycle again

No skimmer: without a fuge or sump you should get an inexpensive HOB model.

Overfeeding a little for the amount of fish you have. I don't know how much a "pinch" is.

With a system that small the changes would be better off coming once a week.

RO unit is not as good as RO/DI, but still better than tap.

Point your powerhead to agitate the surface. A 425gph in a 20 is enough flow, but selling that and getting two smaller that add up to the same GPH would be better.

    Which marineland filter is it?

thanks everyone for the information.. and i moved the powerhead and it no longer gets these bubbles. i didnt know that adding rock would cause it to cycle again why is it that it does that even if its already cured when i buy it? also i do have an ro/di unit with the resin filter above the 3 filters and a protein skimmer is my next invesment as i already have one on my 50g and i dont have many problems

When you got the live rock where did you get it from. Some stores will say fully cured when its actually in the curing process but not fully. Also when you bring it home unless you kept it fully submerged your going to have a little die off. Its always best to add base rock to an established tank. Or if you do add live rock do a little at a time.

I git it from a local saltwater store it was their premium live rock so I can understand what you mean about die off because there was plants and stuff.. what would u consider base rock? Is that just the live rock with no algea on it or is that dry rock?
