I keep hearing about a waterfall design to grow algae in the sump but can't find any threads on it. Basically I am wanting to grow algae in my sump. Any help is appreciated. I have attached my exact sump.

Probably refering to a algae turf scrubber. Also known as a ats. Search for that and it should show some results. A few people here did DIY with great results.

On my sump their is an over flow from one compartment to the next. Could I just hang some screen from the overflow, or will I still have to build the PVC version?

You need to do some serious research. It is a simple concept but if you don't go all te way and do it right it will be a mess with no benefits.

i would think you would need to build a pvc one. the best way to light the screen would be from both sides and im not sure the way your thinking would allow that.

The hardest part is the slot in the PVC. If you are going with the new upflow design, make a thread, I'm very interested in your results.
