    No.
The gasket goes on the flange side, not the nut side, regardless if its in the tank or out. Always against the flange. I don't like to point to other forums but I have a Bulkheads Tips Sticky found here.

My bad, I thought it was pretty common knowledge that the nut goes on the outside (dry side), otherwise it would be a real PITA to tighten.

No, some applications have the nut on the inside like when plumbing tanks close together or in special overflows. Regardless the gasket is always applied dry and next to the flange then tightened maybe 1/4 turn past hand tight.

I used the above device after trying to center the bulkhead in the hole, worked great.

Something that helps center a bulkhead in a hole that is slightly larger that required is slip an o ring over the bulkhead to help fill the gap between the bulkheads barrel and the glass. I would not do this if the hole is way too big but it helps when the hole is only slightly oversize. Again apply it dry so the rubber gasket vulcanizes to the glass.

would you say the gaskets will live long and prosper if installed in such a fashion?
