    I know when i first put mangroves into my system my mag dropped pretty quickly.

    If you are diluting your saltwater from 1.028 down to 1.025 you will lose about 10% of the concentration of elements in your water. SG of 1.028 is a Salinity of about 37.5 ppt. SG of 1.025 is a Salinity of about 34 ppt.
    34 ppt /37.5 ppt = .907 concentration of the original solution. So, just by diluting the saltwater:

    Calcium will drop from 540 to about 490 ppm.
    Magnesium will drop from 1550 to about 1400 ppm.

    Both are very acceptable levels and will cause you absolutely no issues.

    Yeah, most people use those kits, and most have errors on them, I know there is no perfect test kit, I am just thinking that maybe he has an error in his testing.
