I believe potters get around 5-6 inches. There are pygmy angels which stay around 3 inches, are very active, colorful and pretty much reef safe. One of those might be your best bet.

And what speciees would those entail? I am not very keen on the coral beauty or flame angels.

Cherub, African Flameback and Brazilian Fireball (what I have) are the ones I can think of. I did a lot of research about pygmy angels and they are basically reef safe, but there is always the exception. Pygmy angels are different than dwarf angels.

    African Flameback:

    Brazilian Fireball (mine):

The only difference (pretty much) between the African and Brazilian is the color of the tail. I love my Brazilian. He is so active and colorful.

potters angels are more reef safe then flame or coral beautys are. that doesnt mean it wont go after corals, it just means that it has a lesser chance.
