What you're "allowed" to do is completely up to you. There are no set standards. If that were my tank, I would possibly add one more smaller fish such as a wrasse, goby, damsel etc. I would not add any other larger fish such as a tang, angel, rabbit fish etc. I think your stock list so far is pretty good and wouldn't want to mess with that much.

+1, I would say you are on the verge of being overstocked, but there is no rule

There is no set rule, as others have said. Additionally, some fish are more "dirty" than others.

This is your only real dirty fish. A lot of stuff goes through a tang.

These are all pretty small loads to the tank. They don't take a ton of food and don't produce a ton of waste. Additionally, they eat smaller pieces of food which means less is getting into the system.

These are all basically neutral in any decent sized tank.

Shrimp and crabs don't really affect load too much since they help clean up.

Do you have any other cleanup crew? Snails, hermits?

I would say that some more inverts are fine to put in. They really aren't going to impact your bioload much.

On the coral side, it sounds like you've got a lot. The issue here is making sure the corals have room to expand.

I would also say you could add in one more decent sized swimming fish like a tang or smaller angel. I'd recommend a Japanese Swallowtail. One of my favorites.
