Can you I.d this puffer

I told my buddy what it wAs. And told him what it was worth. I rightfully couldn't take him for 30$. So he has him in the store for sale at 199$ he told me if I wanted him we would figure something out and that he wouldn't charge me that for him but I told him to sell it. I'm new into salt water and its a rare fish. I didn't want to be responsible for losing anything let alone a rare and expensive puffer. Lol. Thanks
