Looks like it could be the beginning of cyano. You can suck it up out of there easily.
Usually grows as a result of lights being on for too long, too much nutrients in water (over feeding), old light bulbs, low flow, etc.

most common reason it grows is because of lack of flow. fyi.

But not the only reason, which is why I listed several. Perhaps one or more could have contributed to their out break. I didn't want to limit it to only one reason as it may not be the one or only.

Heres what i did: 14g BioCube
    -2.5 gallon water change
-Sucked as much contaminated sand as i could( a lot got stirred up so a bunch of it was covered.
-Repositioned pump outlet (looks like i got better flow)
-Koralia power-head nano i left in the same place
-Raised water level so that my chaeto is completely submerged in water.
-Added more light to my chaeto (i didnt think there was enough)
----Hopefully that helps out a little bit:-/

PS im thinking about shortening my light cycle from 9 to maybe 7-8 hours

This is what you call putting a bandaid over a festering gash.
Its not taking care of the problem, just covering it up.
They need to find the source of the problem and fix it or the bacteria will continue to return and flourish.

Sounds like you're on your way. You may want to cutback the amount or times that you feed as well.
How old are the lights on your tank?
