use bone cutters (can get at LFS) and cut it right at the bottom of the stalk. You dont want to keep it in water while you frag cause many corals will release mucous. I have a bowl of saltwater from the tank that I keep the coral in that I am going to frag and a seperate bowl of water that I place the corals in after I frag. I let them sit in that for a bit and then place them back into the tank. I swish it around a little in that bowl before I place it back into the tank. But you want to make sure everything is in good order in your water before you frag it and if you dont have add some carbon

It needs to be grown out first, don't cut the fleshy part, only the hard, dead skeleton. It is actually fairly easy to cut.

I just broke mine at the base. I left it in about 9-10 head bunches. It was easy to snap just be carefull doing so. If you are not comfortable then maybe get a cutter or dremal tool. good luck
