    So outside my apartment complex to the stairs leading up there has been a cat sitting there for now a day. Hes just been meowing but now is noticable lower, sounds like he lost his voice lol. Do you think there is something wrong with the cat? I dont want to call on someones pet but i dont think that the cat is healthy, its acting weird

    It is a dry heat, yeah right !
    Then I think you should call a cat rescue facility, you can usually find them on craigslist under pets. Sounds like the kitty needs some assistance.

    The economy is bad. People are abandoning loved pets because they are losing their homes. Are you sure the owner still lives there? I would call a rescue organization or, at a minimum, put up flyers to determine it's owner.
