    You will want to run the sump much lower not only for safety during a power outage but your in sump skimmer will probably only require 8-9" submergence at most to operate best. Sometimes you can place the skimmer on a DIY shelf or riser in the sump but then you usually run into clearance problems getting the skimmer cup on and off.
