Usually just clean, warm water, but you can also use white vinegar mixed with some water.

Get a 5 gallon bucket of water. Fill it about half full of a 50:50 vinegar mix. Then set the skimmer up and run it in the bucket. Set it so that the water will run out of the neck and into the collection cup and drain back into the bucket. So that its constantly "washing" the skimmer. After 24 hours, you should be able to simply wipe it down. If not, change the water and let it run another day but I haven't seen or heard of one that 24 hours of vinegar through it didn't clean it.
