Xenia is a soft coral and doesn't need intense light, so yes you would be able to keep it. With Xenia however, it requires iodine, good water flow and doesn't tolerate warm temperatures or shipping very well!
Their are different types of Xenia, some pulsate others don't and different colors(white, cream, brown) and similar species to Xenia such as Anthelia, which is very pretty and their is a beautiful blue color as well.

Yea I would say Yes to xenia. I have them under pc lighting in a 15 gallon. The tank is 18 inches tall, and ive only got 80 watts of light. The same color as yours, just less wattage. I placed mine about in the middle, with moderate flow, and they are growing like a weed. I started with 2 stalks like a month ago, now have 4 with some little ones growing that I didnt even know were there. PC lighting is good for most corals, as long as your tank is not to deep, lol. You could also save like 50 bucks and go t-5. Dr.Foster&Smith have a 4 bulb t-5 system for 199.99. Then you wouldnt have to worry till you wanted to upgrade to MH, he he. Good luck,

I would make sure that your water quality is really good so that with the limited light the corals will live. Good luck!!
