It depends. On equipment maybe. A skimmer should be fine. Tanks, always buy used. New tanks are too pricey. Lighting, I would always buy new.
I would check out craigslist for a whole set-up in all honesty, if you haven't bought anything yet. You can find killer deals. Get a complete set up ready to go for much cheaper than buying new. Upgrade as needed along the way. Post links to the add here, and we can check it out for you if you have any questions on the set-up, if its a good price, etc. People do it all the time, we are glad to help with those sorts of things.

I live in Southern CA too. Buying a used skimmer is ok, as long as you clean it properly, since you don't know what you may be inheriting if you don't. There are many good in-sump skimmers, it all boils down to how much you want to spend though. Generally though, you get what you pay for.

what do you guys think would be the best brand at least (cost not being an issue) for an in-sump skimmer for an 80G reef, and then which for a 100G FOWLR?

hahah ok so lets say it is then lol. In your opinion a really good one for the 80G reef and 100G FOWLER (2 separate ones) for a reasonable price lol. Also what size sumps should I do for the two tanks?

I live in the North Ontario/Fontana/Cucamonga area. There is a local place in Fullterton that sells Bubble King, one model for under $1000. I might pick one up for my 150 in the future, I will move my Aqua-C 180 into my 65G when I start that one up.
For each tank, you will want 3-4 internal circulation pumps, not including return pump if you want a sump. You want to have about 50x turnover total.

Sumps, really depends. Bigger the better IMO.
Reasonably priced skimmers? Aqua C EV serious, Octopus Extreme's, Prizm marine Bullets, ASM G - series are all good skimmers and decent prices.
