Shop C sounds like a good deal. Especially if it has been curing.

In CT, the cheapest I can find is 6.99/lb for cured or curing LR, and up to 11.99/lb if its Tonga branch coral (or something like that) LR.

Not sure where your at but if you don't mind supporting Petco (please don't let this start another DETHCO thread!!) believe it or not they have the cheapest live sand I could find, $7.99 for a 10 lb. bag. Next cheapest I have found is $17.99 for a 20 lb. bag. I bought fully cured live Fiji rock for $3.99/lb., looking back I would definitely have used all base rock, no live rock at all. Not just to save money, but to know I am not putting any parasites in my tank (once again, don't let this start anything!!)IMO

Around my area, they charge $4.99/lb for cured LR and for LS its 12.99 for a 10lb bag and $19.99 for a 20lb Bag. Shop C sounds better.

I would get ls they offer I to me at $29/20lb bag compare to 27/40 lb bag should I worried about the lr quality? I know is really cheap but I can get base rock and start the curing process myself I'm worried about the disease that it might bring

450 for stand and canopy? I could surely build one much cheaper myself. Since I've been looking, I see that a lot of the stands are built with cheap wood and staples (like mine). I'm considering upgrading to a 90-125 gal bowfront and build the stand myself.
Live Sand in the bags does have an expiration date, so be careful if you're buying it a petco or petsmart - I've seen a lot of those live sand bags dried out without being able to find expiration dates on them.
