I have the dual reactor from BRS. It is very solid and easy to clean and you can put plenty of media in it. I highly recommended it.

    Check out Bulk Reef Supply.

Bubble algae needs very little to survive but it will help on the hair algae. You will want to remove as much as you can manually so the dead stuff does not feed the growing GHA.

Hands Down the dual Reactor from BRS is your best bet. Jut make sure you get a Maxi Jet 1200 to run it and all will be well.
