Snails are a bit sensitive to use for a cycle. I would throw in a quarter of a raw shrimp from the supermarket for the cycle. You need a pH test kit. Otherwise, seems good.

You may want phosphate and calcium tests down the road. Smaller fish without picky diets could go in there. Some gobies, firefish(?), occ/perc clowns come to mind. Only like 2-3 of the smaller fish (gobies), or 2 clowns, though. It's very easy to overstock fish in saltwater.

Don't forget a refractometer or hydrometer to test salinity.

    50 watt will do.

For the cycle... Are you using live rock, base rock? That can make a difference in the cycle. If its base rock, you would want to throw in a chunk of live rock to start the culture. Established live rock, not really a need for the shrimp.

In a 14 - agree. Gobies, clown or other small fish.

You mention T5's - if I remember correctly, the Biocubes have pc bulbs. Unless this is a modified cube, the t5's won't work. If you are planning on sps, a t5 upgrade would be nice... I have not seen a lot of success with spas and pc bulbs. You could also look at an led upgrade from nano tuners.

    Hope this helps.

i help someone maintain a biocube 14gal. it has two power-compact bulbs on seperate plugs and switches. one is a actnic one is a full spectrum bulb.

SPS corals require higher flow, so you'll require a powerhead of sorts, and you'll more than likely have to replace the PC light with a high power LED or metal halide setup. dependant on the SPS the PC lighting will not be adequate.

as for test kits you want calcium, alkalinity, magnesium (if you're doing SPS especially) in addition to the normal things like PH, ammonia, nitrite, nitrate, phosphate, salinity....

but yeah in my opinion the PC lighting is no good for most SPS and if you do wind up getting SPS with the PC lighting just start them mid tank after acclimating and move toward the top as needed. this is based on what ive gathered information on regarding my own SPS desires :) ill leave it to the experts to give you a real answer on the SPS keeping...

You should get plain old sand from marco rocks (I think thats the name), then just seed it with a cup of someone's live sand or from LFS. It will be a little cheaper for you!

A reliable source of RO/DI water and a TDS meter.
