Try taking out some of the tank water and scrubbing it with vinegar, but try not to get the vinegar in the water. Sorry but I can't think of anything else. Matt, do you have any other ideas?

I think it would definately be a calcium film. As suggested just put some vinegar of a cloth and wipe over it a few times. Wipe again with some water and see it it's still there when dry.
