What size is your tank? How much live rock do you have? How many fish and how much do you feed? Do you have corals, and if so, what type(s)? What are your exact nitrate and phosphate levels? All these things need to be taken into consideration. Pulling the plug on your skimmer won't magically make plants grow, but it might raise your nitrates into the danger zone for your livestock.

How do your corals and fish look in the diaplay tank? If they are happy with the skimmer on, then I would leave it on. IMO, I think they display tank should be your focus..the refugium is there to support the display. Personally, I would not risk the health of the display to improve the refugium.

Try a higher K bulb, the 2300K bulb is no good for Chaeto and Caulerpa, I had that exact lowe's bulb on my fuge and everything was dying. I switched to a 6500K CFL bulb and everything came back to life. I now run a 6500K led bulb and everyting is doing great. I would try that before ditching your skimmer.
