The day before yesterday was my birthday so now i have some money that i am thinking about using for DIY CREE LED lighting for my 55g FOWLR to turn it into a reef. I was wondering if 12 3w CREE LED's on each side of my 55g, so 24 LED's total, is enough for things like LPS, softies, zoas, and possibly SPS. I have all but SPS and im not really fond of them either. Also what ratio of blue to white do you guys recommend? I want my corals to pop but i don't want my tank to look super blue, just a good mix like 50/50 t5's.

No, that wouldn't be enough. It's not just a matter of light, it's also a matter of spread. You wouldn't be able to get enough coverage with 24 total.

You'll need at least 36 to get even close, but I'd really do 48 if it was me.

A 50/50 mix of whites/blues, each independently dimmable, would be your best route.
