So, I'm getting a 40g breeder with 30g sump/fuge up and running. it will have a Deluxe Prizm Pro Skimmer.

Currently in my 25g I have:

    Mated pair of Perc clowns,
    2 green chromis
    1 pearly jawfish
    1 lawnmower blenny
    2 skunk cleaner shrimp
    5 blue legged hermits
    1 scarlet hermit
    10ish various snails.

Besides upsizing my cleaning crew, I have a couple of fish on my wish list.

    1 Strawberry Dottyback
    1 Yellow clown goby
    1 Mandarin goby/dragonette

What do you think? do I have enough room in the 40g breeder setup? for these guys?

I feel like you are already bordering on over stocked.

A mandarin probably won't last long in a tank that size (regardless of other inhabitants) unless you're supplementing the tank (constantly!) with pods.

how much live rock are you putting in the new tank. You currently have 6 fish in your 25 gallon, which is packing it. moving all them to the 40 will be good. If you have a larger amount of rock with lots of hiding spaces, and keep up on weekly water changes you could stock that prob.

no on the mandarin. not enough pods to keep him going.

I will definently be adding more live rock. I have around about 20-25lbs in my tank right now.

I'm thinking about adding another 15-20 for sure.
maybe some rubble on my DSB in my fuge.

If you want the stocking I would say the mandarin would be difficult at best. The dottyback will become a terror most likely as that is their nature.

A large skimmer will be advantageous.

Will this be fish only or reef?

Definitely need a better skimmer if you're going to stock that many fish in a 40 gallon.
I would just stick with the fish you have, as you are very full for a 25 gallon.
And just because someone put 50 fish in a 50 gallon doesn't make it good for the fish.
