#2) your LR, if it is cured, will most likely come in a bag with some water at the bottom and possibly covered in newspaper/paper towel. i doubt it will be submerged.

#1) You'll want to wash your live rock in Saltwater. So be sure to make some before it arrives. I'd take a brush and scrub any loose things off of the rock. When I got some "in the process of curing" live rocks, i scrubbed them all down with a nice stiff brush and used a screwdriver to pry out some things on the rocks like Sponges etc that I deemed to be 'not alive looking'.

If it's being shipped, which it sounds like it is, you will have some die off. I would clean as Dr. Bergeron has mentioned then add it to the tank and let it do another cycle. Test your parameters frequently to see if you get any spikes of ammonia or nitrite. Do not add livestock immediately after adding the rock. Give it time to fully cure, then add livestock very slowly, especially for a small tank.

Its best to take some tank water from your tank and use it aswel as a clean nailbrush to scrub the lr before you put it into your tank.
