    Thats Chinese by the way possibly Hong Kong as its not identical to the Mandarin characters
    or it may be from a time before China was uniformed in written language


    it says

    4 characters top to bottom on left say "jiao tong an quan" and mean - traffic safety

    4 characters top to bottom in middle are " Tong Xing shou xing and mean - watch for signals

    3 characters on the left are probably a name Jing lian ? last one we do not know, but its a name

    the 6 characters in red indicate its a stamp or registered mark the 1st 2 we know shou hu = protect

    the other 4 we are not sure about

    My friend is Japanese.... I'll ask her. If it's not Japanese, every other place is represented where I work as well. Someone will know.

    No, I lived in Japan for 4 years. It is actually Japanese. The character set between Japanese and "Chinese" are nearly identical with different translations which is why Steve thought it was "Chinese."
