You are right with the word dilution, but not with your character choice.

1/10 would be as you state. As in a fraction. But we are using a colon instead of a slash.

1:10 is a ratio. and it does, indeed, mean 1 for every 10. i.e. 11.

When you mix drinks or when folks are talking about diluting their bleach water, they mean to say 1 part bleach to 10 parts water. Or when reading instructions on mixing Mg in your dosing solution.

Its most likley a bad seal on the closet aka toilet wax ring , And many times when a toilet is installed or pulled to rod the sewer line they will use plumbers putty to make a seal if they did not have a wax ring on the truck , Hell after 50 yrs of being a plumber I have seen water closets reset right to the closet flange and noting used for a gas seal. All fixtures like a tub and lav all have a P or S trap and if the gas is coming from the tub then that trap is siphoning and going empty for lack of a proper vent . Many old homes used a no siphoning S or P trap but since the mid 50s most codes I am areas of stopped allowing the traps to be used on any new building all had to be battery or relief vented if to far from a vent stack . I'd look to the toilet seal myself .

 

yeah your smelling straight up $hit gas. the A/C or heater return is probly sucking it right outta that pipe. wax rings fail. time for new seal.
