Okay, So my LFS had some dried up LR with NOTHING on it living (that i could see) i washed it with tap water and scrubbed it with my fish tank tooth brush :)
i was seeing some people say they "Cooked" their LR with. salt water, Heater Protein Skimmer blah blah..
this step is not needed to be done with me and the Dried LR?
Ill post pictures later of the LR/DR later on if you need to see them.
    any Ideas?

It would be good because there may be dead organisms that you could not see or get to when you were scrubbing.

    The powerhead should be used.

Any life would depend on how long it has been dry.

Cook it until the cycle is over.

one more thing is it possiable to have LR with no form of life on it?
i bought it at Pet Co and it was just sitting in the dark for god only knows how long, only got a couple pounds of it in my 5 gallon, with no life yet to come from it such as, tube worms, feather dusters, micro star etc.
    any Ideas?
    thanks

The term L/R is a huge misnomer , The term live does not now or has it ever meant that there was anything living on the rock other then it had aerobic bacteria on the outside and anaerobic bacteria inside . Then like everything else in this hobby it all got complicated and next thing they are wanting stuffl alive on the rocks then to just have it die off in their aquariums if they where lucky if not there well could have been a kiler crab or shrimp or disease along with the L/rock . I've never used L/R but once about 87 or so when I went to a berlin system . Never used it again for them either always just base rock .

well its gonna be just a reef system still no signs of Coraline algae or anything and running for a month. i meant visible life forms not the bacteria like i said micro stars and tubes worms do they maybe come from the bacteria in the rock after time an grow and develop i know a bit about live rock and the way it worms just not that part.

I bought a rock from Petco and it had no life on it. It can take a while to get coralline algae going. Make sure your calcium is about 420, your magnesium at about 1300 and you alkalinity about 3.5 (dKH about 10). That should help get your coralline growing faster. Any creature that develops on the rock either comes from spawn that has attached to the rock or from outside of the rock and then starts growing. You will proably get these other creatures from and coral you buy, but i think it is highly unlikely from Petco rock.

so can you add "Cured" live rock straight to the tank then?
maybe with a RO water rinse and a little bit of scrubbing?

Heck at just one month I would not have anything in there but my single fish to cycle it with LOL you have a long ways to go as for coralline then you have to have the proper light and water parameters and you have to seed the system with it . What are you water parameters like
    Ca.
    Dkh.
    Magnesium.
    Ammonia
    Nitrite
    Nitrates
