just added 150lbs black sand. completely settled in about 30hours. But, when it settled, it settled with a layer of a fine dust or soot? as soon as i stir up my sand to try and bury it, it creates another huge cloud and takes its time settling again. whats the deal. i currently have my pumps and filters off, and have had them off since i added sand. should i maybe turn them on and attempt to filter this layer out?

You need the filters on. You will also need to clean the filters/pads once they get dirty.
