    Im having similar issues with my s120. Skimmer is about a month old and has worked pretty well. I added a filter sock to my system last week and made it go crazy and overflow the cup within seconds. didnt matter how it was adjusted overflowed no matter what. I ended up putting a block under the skimmer raising it about 2 inches but now its only sitting in 7 inches of water and is "working" but outside eshopps recommendations. I did the same as you and had it sit at 9"s when I first set it up. Only thing I could do was raise it to quite overflowing. ive since adjusted it to operate at this level but concerned that it may ot be working as well as it would at the lower height.
