I have a feather duster out break and it's taking over all my live rocks. At first i was like "ok... that just means i have a good ecosystem going" but not it's everywhere. Nitrate, nitrite, ammonia, are all 0ppm. Ca level 500 (i know it's high). pH 8.0.

can someone plz tell me how i can control their asexual reproduction?

I had a bloom of the small ones as well. I've found random soft tube dusters in the STRANGEST places lately!

My tank did this not long after it cycled. It has since tapered off.

Just wait it out. They're filtering your water and are reproducing heavily because there's still a lot of food for them. As the water stabilizes, their resources will dwindle and so will they.
