placement is good, salinty low, bring it up to 25, its probably adjusting to your lights, it needs flow as well the tenticles will not move on their own unless its to retract to eat. my torch was the first lps i got, at the shop it looked to awesome not to get it, a day after i brought it home it was all closed up and looking unhappy, now it went from the original 4 heads it had to the 8 it currently has. give it a week it should adapt they are fairly hardy corals and will host certain clowns once large enough.

Just curious, how did you acclimate the coral once you got it? If the salinity of the water at the LFS was around 1.025 and yours was 1.021 it very well may have been a salinity "shock" as others have mentioned. I like to get my tank at the same salinity as the LFS when introducing a new specimen (preferably in a QT tank) as salinity and temperature are, imo, the two most important acclimation aspects (at least short term).
As soon as they are temperature acclimated, I open the bag and verify the salinity of my tanks match. If they do, I dip the coral with Coral Rx for 10 minutes and then I place it in my DT. If they do not match, I add a cup of tank water every 5 minutes until the bag is full. I just make sure that, once the bag is open, I get the coral out of the bag water within 30 minutes as the ammonia starts to build up which is also toxic (this is definitely important if you have a specimen shipped overnight to you).
If you don't have a coral dip yet, you may also consider buying some as corals sometimes come with unwanted pests on them. You can buy some Coral Rx for around $20 bucks.

Anyways, I hope this helps you in your future endeavors.

Salinity has a major effect on coral! Especially stoney corals like a torch. A soft coral, such as a mushroom could probably survive a little bit longer through something like that. Always make sure your sg is around 1.026.

Salinity is definitely to low my tourch does not seem to like a lot of flow so I'd say getting those parameters in order should be the goal.
