Well if I can only have three fish, it'll be 2 clowns and a flame angel.

I will be going with 4 fish, but they stay relatively small.

1 CB angel - 4" (Mine is about full grown. I've had her for roughly 1 year.)
Saltwater Aquarium Fish for Marine Aquariums: Coral Beaty Agelfish Dwarf Angels

2 yellow Stripe Clingfish - 2" each (which need coral in the tank)
Saltwater Aquarium Fish for Marine Aquariums: Yellow Stripe Clingfish

1 Rainsford's goby - 2.5" (live in caves amongst the rocks)
Saltwater Aquarium Fish for Marine Aquariums: Court Jester Goby

I will also have 2 pacific cleaner shrimp(2" ea.) & two smaller shrimp(I forget the name, only 1" ea.) along with a large cuc.

I have the same tank and I have two clowns, 1 sixline and 1 brown bar goby. I added the six line last and that seems to have worked well with tank harmony.

The 29 is a little small for a full grown flame angel. They are super active and can get aggressive in a smaller tank. They can get pretty big too. That said, most sites say minimum of 30 gallons. However, all three of my LFStores said my 37 gallon would be too small for the flame angel - I wanted one so bad. But I passed because of that.

If you are going to put a dwarf angel in your reef, I read it's best to get the angel as a very young fish so they grow up without the taste of coral. Sometimes if you put in an older angel they have already developed a love for coral. Also, keep the lil' guy well fed so he won't get hungry and graze on your coral. Making sure you have a lot of mature live rock will help with that.

Well I want to get all my fish small. Ah another question, if I get my clowns while they are small/young even if they aren't a mated pair when I buy them will they eventually become a pair?

They will become a bonded pair, its not certain they will become mated. There is a common misconecption when people say mated, they are not actually a mated pair until they lay eggs. Before they lay eggs they are a bonded pair. But, yes they will bond.
