so i have a 45gallon tank and theres some fish that i want that are now compatible with my tank size. So the question is how long would it tank for certain fish to reach there adult size. EX eels, groupers, wrasse, tangs. i plan on getting my next tank 100+ up and running within 6 months to a year and if i were to get this fish small enough would he outgrow the tank before that?

I think this answer has already been best put by the almighty Steve Wright when responding to another poster's inquiry as to whether added fish before a planned upgrade was a good idea:

Best advice is to wait until you have the tank in question that you want. There is alot of unknowns that can happen between now & then. You could pick up the fish & something happens and then you know have the problem of either making a oversize fish unhappy or finding it a new home.

Growth rates can vary by fish, feeding, tank conditions etc. There is no set fish X will grow Y inches in Z time.

It seems you want more of a predator tank, dwarf lions will work, as will certain other scorpions. I have no clue on if eels will fit, I think min for most is 55 (except the golden dwarf moray).

personally I wouldnt recommend particular types of fish because what interests you is 'beauty in the eye of the beholder'. Depends on what kinda of tank theme you want to go with.

I would say do some online window shopping. hit liveaquaria.com, they have a fairly decent selection and thier fish all have general tank size & care guidelines. I would hit there to see what catches your eye, then follow that up with some additional online research and post here with your ideas.
