Try live brine shrimp to entice it to eat!
Is there something that is scarring it and stressing it out?
    Is it sick?
    How is is breathing pattern?

You might want to check your water parameters, ammonia, nitrites, etc..We had a problem with one of our quarantine tanks, and sure enough ammonia was detected. We did a major water change and the fish in question was eating the next day...

nitrate sit at 20, ph normal, nitrite none, amonia none. so what else should i check, however, i might think that he doesnt like the light that i have on, since i had new bulbs in there around a week ago hope he is ok.
