Get a HUGE fuge (40-60gal), seed it w/ pods and get a mandarin in six months. Other suggestions: sixline wrasse, <leaf fish would be sweet>, some sort of jawfish, dartfish, damsel, golden dwarf moray (that would also be very awsome), or cardinal fish. If you had said fuge, you might be able to have some low-metabolism fish that would ordinarily be too large for a 20 (for waste production reasons), like a ghost eel. I personally have always wanted a 'species reef'. For example, you could keep some seahorses/pipefish or cuttlefish (bandensis) in a 20 with no other fish. It all depends on what you have in the tank, what you are willing to pay/care for, what you would be willing to give up and what you want.

A breeding pair of neon gobies, a small selection of soft corals, a couple of tubeworms, and a couple of shrimp would be my choice.

Some type of frogfish or angaler is always cool! Awesome to feed everytime. But no other fish really can be add. They'll all end up being eaten. But add some coral and they will change colors from time to time.

Do not put a dwarf angel in there, it's too small of a tank. Also, as others have stated, no mandarin unless you plan on either continually buying pods for it to eat of having a huge fuge. If you don't, it will deplete the pod population in a few days and then slowly starve to death. I would suggest a damsel or a dartfish or goby of some type. You could always do a clownfish.

Most anglers get too big (unless you have a huge fuge). A leaf fish would be cooler and smaller.
