I am pretty sure once you are over the age of 18 you don't need a learners permit definitely older than 21 no need. If she knows how to drive (the rules ect...) take her to a DMV and have her take the driving test. If not, go to the DMV and pick up a free book that teaches you the rules and regulations on Florida driving. I don't even think they make you do the 3pt. turn anymore. I will check though.

last time I moved to a new state I just went to the DMV and turned in my old license and they gave me a new one.
Of course that was in the 90's and things have probably changed a bit since 9/11

    REQUIREMENTS IN EFFECT:

Documentation requirements are in effect for Florida residents wishing to obtain a driver license or identification card. Those wishing to obtain a new license, legally change their name prior to their renewal date, or immediately replace a lost or stolen license or ID card will be required to visit a driver licenses office and show proof of: 1) identification, 2) Social Security Number and 3) residential address (two items). Those simply renewing may do so by a convenience method, via the Internet or mail, one time between office renewals.

You just show up, take a number and then when it is her turn, they will send an instructor out to ride with her and she has to perform the operations stated in my link above and show safety (ie: seat belt, checking mirrors, turn signals stuff like that). The instructor will have a clip board and they will mark her for things she does incorrectly. I think you can have 3 marks against you and still get your license.

Exactly, Florida hands out driver's licenses like candy at halloween. We have 90 yr olds that can't see behind the wheel bowling for pedestrians. Kinda scary.
