Fresh Water Dip

My Achilles Tang has fallen ill with ICH I've had him for a bit over 6 months. My tank parameters are below:

Ammonia: 0.0
Nitrite: 0.0
Nitrate: 10
Salinity: 1.020 (I've been dropping this slowly for the last 2 days with 1 gallon water changes to 1 gallon of pure RO)
dKH/KH/Alkalinity: 10
Magnesium: 1400
Calcium: no test (no corals)
Phosphate: no test (no corals)

I've tried everything else (garlic in food and such) and decided to FW dip the fish. It's grown more white spots and it's "gasping". I got a spare 55 gallon tank and scrubbed it down, soaked it with RO/DI water overnight, drained it (to remove any soap) and re-filled it with RO/DI. I was able to net the tang and put the net into the FW QT, but the tang got loose and I am not able to net him in an empty tank. It's been an hour... HELP!
