It is a dry heat, yeah right !
That is exactly what I would do, increase flow and surface agitation.

A refugium by design is an algae infested swamp. My refugium has cyano and has for some time, it stays in the slow moving fuge and does the job of absorbing excess nutrients.

Now in your case you have a sump/refugium combo and you are growing cheato – I would say to forget the power head and just increase the tank flow since you have it cut back so slow.

I suggest you do a water change, fill a 5 gallon bucket with the old water and remove the cheato and rinse the cyano off of it in the bucket. Otherwise you are going to blow it into your tank

ive seen fuges with crazy flow look great and slow flow look great...things light flow design and even lighting will effect the fuge as well. im a fan of dwell time so i go for the ratio of the aquariums volume x 3 to 4...if you want the fuge to circulate better then add a small powerhead, sometimes that alone really works wonders!
