I'm not exactly sure what you mean either. Most people will take some saltwater and soak the food in it overnight and then feed the food to the fish.
What I usually do when I wish to feed garlic is get a small cup and fill it with saltwater from the tank and add a couple of drops of garlic in it. I then crumble up different types of food and let it soak for 10 minutes or overnight and then dump the water with food directly in the tank. I do the exact same when using Selcon or Zoe/Zoecon as well.

As far as storing my garlic, I store it in the refrigerator along with the Selcon, Zoe, and Zoecon that I use.

Garlic is biological, anything biological left in water will start to grow bacteria over time. Think of it as a DiY peetree dish. Dump it out.
