There are a few clownfish that wont even fit in a 30G, they need much larger tanks.. But a majority of them will do well in a pair in a 30g.

the breeder will make a slight difference but not really. It will help with fish that need the swimming room for a bit, assuming there isnt a ton of rock. Check into a Pair of Clowns and a basslet or something along the lines of that. They generally are easy fish and can live a lifetime in those tanks happily if the plan for the larger tank falls through.

31lbs is good. You don't have to wait 6 weeks, test your water every 3 days for nitrite, ammonia and nitrate.

How will you know if your tank is done cycling if you never check it. Lights is the last thing on the list, when your first starting your tank is going to be a fowlr than in a couple months a reef or so.

Lights arent really the last thing IMO. Buy the light fixture for what you plan on keeping. If you plan on keeping anything such as SPS corals or an anemone in the far future. Plan accordingly when you purchase your light fixture and bulbs. Nothing like buying multiple fixtures and wasting money.
