Yes that is normal for all liquid filled gauges. Its only there to dampen the needle oscillations so does not have to be full.

my gauge is reading at 40 psi good or bad? i have my hose hooked up with my washer with a "Y" split. when the washer is on the psi drops to around 30 does it matter? or do i need to turn off the water for my washer when i use to RO/DI

40 psi is about bare minimum for a RO membrane to function. I would do one or the other at a time. You may also find pressure is higher at certain times of the day when there are lower demands on the water distribution system in your neighborhood.
If you live in a new home you may have a pressure regulator on your incoming water line as some cities require it by building code now. There is nothing that says you cannot increase the pressure though as it is your plumbing on the downstream side of the regulator.
