Well when I Google'd them I could only find info on them being used for merchandising displays. Knowing that I would steer clear.

I was looking at the four bulb T5 and it comes with individual bulb reflectors, lunar LEDs,actinics, and 10,000k day bulbs.Aluminum fixture,no fan, comes with mounting legs.
If they are retro merchandise display fixtures what could be bad or low end about them?Ballasts?

Just about everything possible. Ballasts, bulbs, the fact it has no fans (if it can't keep the temp down the bulbs won't burn at proper spectrum), and most of all the unit will most likely not be properly protected from aquarium elements, like salt creep, water spray, etc., and could end up being a fire hazard.
