I think there is certainly room for improvement to do a standard sump like a 30 gallon if there's room to do so. I think skimmer wise space in the current setup is an issue however he could remake the bio ball section to just hold a filter sock.

I read someone's post that said they emptied out the bioballs and put in a ball of cheato...and then he could use the other sections that are in there? you wouldn't want your skimmer last though before the return to the tank right?

I am brand new to all of this but from everything I have read on all the forums and seen on youtube, they say that skimmers need the "dirtiest" part of the water. So, would say that you are correct OFK. I am currently scanning the local Craigslist and other sources for a cheap used 29 long to put under my display tank. It doesn't seem that hard to turn it into a sump / refuge.

Yes, you are correct. I would recommend putting your skimmer in the first section of your sump where your DT water comes in.
It is not hard. I made my 40g sump/ fuge. And it's fun to build thing. 8)
