    I fully agree with unclejed and tigermike, they there is not much dissolved O2 in the water. They are trying to breath in the water near the surface where the gas exchange is taking place. You should try to cause more surface motion and add an air stone for starters. A sump and skimmer will help with O2 because they cause water agitation.

    mine clown has done that before, so i pointed the outake up and got the water film off and they seem fine, it has something to do with oxygen transfer.

    Do you have good water movement in the aquarium? Water circulation can help a lot with oxygenation.

    You can look at the surface in the pictures and tell there isn't enough movement. The surface is much too calm to have good water circulation going on. Another power head or a good skimmer will help. The air stone for now is a good temp fix though you may get a foam on the surface if you don't have a skimmer.
