help just bought tank cant get film off glass

oh god you're not in Albuquerque are you? I recently gave away a tank on CL fitting that description

Anyways... if it's gonna sit around and be a project for later, consider picking up some "pool acid" (muriatic, hydrochloric) from Home Depot (it's with the pool supplies) and get some good gloves... go outside, put some of that acid on the glass and see what happens.... muriatic will do in minutes what takes weeks for vinegar to accomplish, but's nasty stuff to work with.

If Muriatic doesn't work over the course of a few hours I don't think it's worth fixing. You can buy water fed diamond polishing equipment (mine was about $600) and spend DAYS polishing the glass, but it's not worth it even if you didn't work 70+ hours a week.
