IMHO - you can get powerheads that are not as powerful - I believe Koralia 1's or 2's would be sufficient to add circulation. Also try pointing the powerheads towards the front of the glass, so that the current "bounces" around the tank. You can also point them towards the surface of the water.

Between the circulation and the tap water, you might have answered your problems.

The newer propeller style powerheads are very different from the normal powerhead, thye move lots of water but in a nice wide dispersed pattern and not a blast. Two Koralia K2's would do very well in your system, I have a K1 in a 16G nano and its about worthless, very weak.
You need to get water moving and agitate the surface to get the oxygen levels up. I use two K4's, a K3, a 1000 GPH closed loop and about 750 GPH return flow in my 100G and the fish and corals love the current. Thats with 330 lbs of Southdown sand in it too so its not too powerful.

Thanks everyone for your help. I will try the Koralias. What do I do about the water w/out getting RO system. Should I buy sea water or just DI water and add my own salt?

Most LFS will sell you RODI water cheap. Mine charges 2 bucks for five gallons. Kinda a pain to tote around, but it gets the job done.
