I'm not sure about the oceanic brand skimmers but the one i have, an Aquatic Life mini internal skimmer, i've heard is similar. I keep my bubble level near the bottom of the neck in the cup. Then as the skimmate builds up, it moves up the neck and spills over, then starts all over again. It takes it awhile to start building up but once it does, it usually goes pretty good. Hope this helps.

Maybe this will help clear things up, your cup has a neck that the tower of bubbles rises up in (you should not see any water in here, just bubbles). As this bubble tower gets bigger, it eventually overflows into the bottom of the collection cup. Once it overflows, the tower of bubbles shrinks a little and the process restarts. When first setting it up, you want the very initial level of bubbles to be somewhere near the bottom of the neck. After it's been running for a while, the bubble column will form. The skimmate that is collected should be a thicker than water and greenish brown mixture.

Yea I had a little trouble finding the sweet spot with mine. It just takes some playing around with. And like mentioned above. You don't want water filling this thing up just foam. The stuff that comes out of mine has a blueish green color to the liquid with stuff floating in it. Not to mention the foam. :D
